There is no way C can be the answer. The squares directly to the left and right of the most front facing square in answer C, are both not pure white. Even in the explanation, it shows the panel to the left has the black bar near the bottom.
A lot of these PAT answers are lacking.

Thank you for raising this problem. Your observation about the' panel to the left that has the black bar near the bottom' is true for the base component. However, note that the top and the base components have the same pattern and remember that the rule for this test is always "fold downwards".
